GREEN BAY, WI (WTAQ-WLUK) – It appears one piece is in place if a deal is still possible for C. Reiss Terminals to move the coal piles from downtown to the mouth of the Fox River.
After the Brown County Board approved a counter-proposal to a deal reached by staff with the company, the fate of the move was in doubt. However, according to Memorandum of Understanding that Green Bay’s Redevelopment Authority will review Tuesday, a new deal has been reached for what would be done with the current coal piles’ land if a deal can still be reached with the county for the potential relocation site of the piles.
Since C. Reiss and the county have been unable to reach an agreement to move the coal piles to the former Pulliam Power Plant site, the county has opened up the land to other interested parties. However, county leaders have said C. Reiss could still relocate the coal piles to the site as they would only take up about a third of the property.
As part of the counter proposal the county board passed in December, it stated C. Reiss and the city must reach an agreement for future uses of the downtown C. Reiss property.
The MOU sets forth the terms for which Reiss would purchase the former Pulliam power plant site. It states:
“If the Reiss Proposal is selected by the County and its terms are carried out as set forth therein, Reiss, the City and the County will benefit:
- Reiss will continue to operate in the City, at the Pulliam Site,
- the Piles will be relocated as desired by the City and the County, and
- the Mason Street Site can be redeveloped in a manner that is compatible with nearby neighborhoods and the City’s downtown.”
If Brown County accepts the terms, and several regulatory and transactional items are approved, “Reiss agrees to move the bulk commodity operation presently conducted at the Mason Street Site, including the Piles, to the Pulliam Site, within twelve (12) months” of those approvals.
Additionally, the Pulliam and the city would seek to redevelop the northern 10 acres of the existing site – just south of Mason Street on the west bank of the Fox River – while Pulliam would continue to use the southern 25 acres. However, there would be “a restriction prohibiting the outdoor storage of bulk commodities, including coal, sand, salt and other similar bulk commodities mutually agreed upon and reduced to writing,” the MOU states.
The RDA meets at 1:30 p.m. Tuesday in room 604 of City Hall, 100 N. Jefferson Street.
