MANITOWOC, WI (WTAQ-WLUK) — A man will spend the rest of his life in prison for the killings of a father and daughter in Manitowoc.
Karl Hess was convicted of two counts of first-degree intentional homicide for the 2018 deaths of Richard and Jocelyn Miller.
“She should be in her third year of college this year. She should get her chance at the bright future she was promised because she was so smart. She had worked so hard for everything, and Karl took that from Jocelyn. She was only 19,” said a family member during victim impact statements.
Hess had, early in the investigation, confessed to police that he did murder Richard and Jocelyn, but later recanted the confession, saying he was lying.
He now claims he’s innocent.
“For the purposes of this court, I hope that maintaining my innocence and telling what I have to speak isn’t misconstrued as a lack of care or a lack of hatred for what happened in this case,” Hess said.
Hess was sentenced to two life sentences without the possibility of extended supervision.
