GREEN BAY, WI (WTAQ) — The Green Bay Police Department has shared its crime data from 2025. Last year the department responded to 63,641 calls for service.
5,917 offences were reported from the department to the Wisconsin Incident-Based Reporting System, compared to 6,467 in 2024. The Wisconsin Incident Based Reporting System breaks down crime into three major categories. That’s crimes against persons, crimes against property, and crimes against society. Overall recorded offenses decreased by 8.5%, largely due to a significant decrease in property crime. However, crimes against persons increased by just over 7%.
Green Bay Police Chief Chris Davis said the increase in persons crime was due mostly to increases in cases of intimidation, simple assault, and kidnapping. He added that there’s a common underlying theme in those examples.
“We believe that that is actually related to domestic violence,” said Chief Davis. “So it’s not like people are being kidnapped and held for ransom at higher numbers. It can be considered a kidnapping case if somebody in a domestic disturbance doesn’t allow their partner or the victim to leave.”
Chief Davis says the increase in reported cases could be due to success they’ve had partnering with various domestic violence advocacy groups. So while the number of reported cases went up, it doesn’t necessarily mean domestic violence was happening more in 2025, just that there was an increase in the reported numbers.
Now, to combat this issue, the department is working on creating a focused deterrence program for serial domestic violence offenders.
“We know that there are some number of people in the community who are responsible for a lot of domestic violence offenses, and we’re able to focus either enforcement or services, resources on them, to get them to stop.”
Right now the police department is working towards a grant that would help start the program.
Aside from the 7% rise in crimes against persons, reported property crimes decreased by more than 16% and reported crimes against society decreased just over 11%. Chief Davis says the overall decrease in crime is due to a lot of hard work.
“It’s the tremendous work from the men and women of the organization, and from our partners in the district attorney’s office, sheriff’s office, and other entities that we work with,” said Chief Davis. “This is a pretty safe community, and that is because we’ve got some really committed people doing a lot of really hard work.”
